Respected Sir,
Following information is
requested in reference to Delhi Family Court Rules 1996 (a copy of rules is
also available at: https://districts.ecourts.gov.in/sites/default/files/FamilyCourtsRules.pdf
for your quick reference)
1. Please provide the
list of counsellors attached to each family court in Delhi as per Rule 9 of the
mentioned rules.
2. From the list of
counsellors in reply to point no. 1, kindly provide the list of counsellors who
are also "child counsellors" (i.e. who are qualified to interact and
identify issues with children across various age groups, including infants,
toddlers, adolescents, and teenagers.)
3. Kindly provide the
list of any other child counsellors (along with the court name) who may not be
included in the reply to point no. 2 but officially assist the Family courts as
child counsellors.
4. Please provide the
names and details of the "qualified experts" as referred to in Rule
10 of the mentioned rules, who were consulted by the Hon'ble Delhi High Court
during the preparation of the panel of counsellors.
5. For each counsellor,
please provide their educational background, as per Rule 11 of the mentioned
rules, including degree and graduating college name (as required for
distinguishing qualified clinical psychologists who may be more appropriate for
complex cases requiring psychological intervention compared to, for instance,
sociology graduates.)
Additionally, for each
counsellor, also include the total years of relevant experience as a counsellor
and any additional details related to their special past work experiences with
any eminent hospital like AIIMS etc.
6. Kindly provide details
regarding the current rates of fees and other expenses as per Rule 15 of the
mentioned rules for medical and other experts appointed under section 12 of
Family Courts Act.
7. Kindly provide reference
to relevant circular/rules specifying whether such fees and other expenses are
expected to be borne by the parties or by the government.

child counsellor.
4.
Please provide the hiring criteria (job description, job role, job
qualifications, and hiring process) for appointment as child counsellor in
Delhi High Court.
5.
For each counsellor, please provide their educational background including
degree and graduating college name (as required for distinguishing qualified
clinical psychologists who may be more appropriate for complex cases requiring
psychological intervention compared to, for instance, sociology graduates.)
Additionally,
for each counsellor, include the total years of relevant experience as a
counsellor and any additional details related to their special past work
experiences with any eminent hospital like AIIMS etc.

provide the list of counsellors who are also "child counsellors"
(i.e. who are qualified to interact and identify issues with children across
various age groups, including infants, toddlers, adolescents, and teenagers.).
If all the counsellors are also qualified to be child counsellors, kindly
indicate so.

Kindly provide the list of any other experts who may not be included in the
previous reply to point no. 2 but officially assist the court in the
capacity/role as child counsellor.
4.

5.
