Problems in Delhi Police (draft)

1. Insufficient/mismanaged staff

90K police force.

50K is reserved in special cell, PM cell, special projects, ministers etc.

Only 40K remain to handle all the crime in delhi. Many of which gets further stuck in paperwork, courts etc. The real time to investigate or do actual work is very less. Further, connections, nepotism ensures that only special cases gets attention and whoever is asked to be proescuted, police will prepare chargesheet only against them. Think of 19000 pages of chargesheet made against 3 students (Kalita, narwal and asif) for Anti-CAA protests. The end result is general public does not get any justice.

2. 

non-commissioned officers don't have defined career path.

It takes 15 years to move from ASI to SI, I think. Due to lack of promotions, officers are not motivated to work. In contrast, IPS officers are eligible for 7 or more promotions in their career i.e. one promotion every ~3-4 years

3. Less pay to lower staff who do most of the work

End result is high corruption and the only way to make money is by harassing the fish in the net.

4. Corruption is the start of problems.

Politicians will try to trap you and demand money, you will be forced to indulge in corruption, catch ppl, demand money, raise funds and give share to politicians. You can't fight politicians because those 2-3 guys are going to rule for the rest of your career and can cause serious troubles to your job and mental well being. It's best to bow than to be cut down. Many senior officers gets caught in 10-20 yr old cases and even gets lifeterm or kicked out if messing with highly corrupt and uneducated politicians. Police also find it an easy escape route to blame on politicians.

5. Lack of funding

Police feel that if we install bunch of cctvs in some high prone areas, then it will cut down crime. One camera cost 3 lac rs. but it's very hard to get the funding approved. Couple it with lack of entrepreneurship and innovation in finding out cheaper solutions, we end up in a state of limbo.

6. Play safe attitude

False accuser will not be punished because courts do not have trust of police because police misuse their authority in high profile cases and end up losing their respect, so they can never punish the real accuser as courts don't have trust on them.

Further, if any complaint is received, they want to mechanically chargesheet without any investigations and let court look at evidences and spend years in trial while it could have been very crisply presented in court and case finished in 1-2 hearings. This leads to increased injustice, chaos and collapse of justice system of our country and birth of people like me.
